PBS did this video segment on the Ohio Third Grade Reading Guarantee Law. Ohio is one of 14 states to put in place a law that requires schools to retain and hold back students who are not reading at grade level by third grade. Special correspondent John Tulenko specifically focuses on the “reading guarantee,” which implies that with this law in place, and the interventions that go along with it, schools will ensure all students achieve success in reading. However, educators say this new law puts an enormous amount of pressure on them as well as the students, and it does not actually ensure educational success or lower dropout rates in the future.
